It will also allow the use of Mobile Animal Sterilization Hospital (MASH) clinics. February is National Spay and Neuter Awareness Month, a campaign dedicated to reducing pet overpopulation, and shelter overcrowding by encouraging the sterilization of cats and dogs before spring.
